Poor air fuel mixture...but can't diagnose? No check engine light.?

I previously asked a question about this three months ago (which was answered) but now I have more information.
So in December my fuel pump went out and I asked the mechanic who fixed it to look into my exhaust problem.

You say you have access to a high school auto shop. Do they have a diagnostic tool to plug into your harness, to check your sensors? It should also tell you if you are running rich, or lean, and if some sensor is not working right.
