Please Help with car blown up and busting out windows.?

My moms brand new 2008 hummer sut was blown up before Christmas and the police proved it arson and knew who did it but couldn't prove it so nothing happened. Last night my brothers car was keyed everywhere saying Die B***h, I Suck D**k, and Die. Also

Gather written or recorded testimony from those he "confessed" to and file a civil suit for restitution.
