Should a 53reg Vw Golf 1.8 turbo radiator fans come on even when the engine is cold?

I went to view a 53 plate vw golf 1.8 turbo 20v today and when we started it from cold the radiator fans came on straight away. Is this normal? I thought they would only go on when the engine has reached its running temperature.

No they shouldn't come on, possibly been by-passed to run all the time through over heating problems, steer clear of that if i was you.
