Do you think it is fair that the DVLA keep on making additions to their driving tests?

It means that people that have not yet taken their driving tests have to work harder than people who have passed already in order to get a driving license
As problems are identified, they are added to the process. They didn't have licenses to begin with, do you think that it is unfair that it is regulated at all? Get over it and pass the test.
