why is my radiator fan not turning on?

I turns on only when I have the heat or AC on. It doesn't turn on while I'm in idle. I Know it works and all what might be causing this? Cause my car starts to overheat while in traffic or stopped? Please help thank you! 1997 Saturn SC2
